The Germany market for affiliates

Germany regulates online gambling under the 2021 Interstate Treaty (GlüStV 2021), supervised since 2023 by the joint authority of the federal states, the GGL. Virtual slots and online poker are licensed nationally with a one-euro stake cap per spin, a five-second minimum spin time and a cross-operator monthly deposit limit, while online table games are licensed state by state and remain limited. The treaty also restricts how licensed operators may remunerate affiliates, which is one reason flat-fee deals dominate here.

  • Confirm the brand is on the GGL whitelist before sending German traffic. Promoting an unlicensed operator to German players exposes the affiliate as well as the operator.
  • Advertising for virtual slots is subject to time restrictions, and the deposit limit caps the lifetime value a revenue share can reach. Price your campaigns on CPA economics.
  • The stake cap changes player behaviour: high-roller traffic that performs in other markets often does not convert into German-licensed products.
